Dumalo bilang keynote speaker si Mayor Joy Belmonte sa District Conference 2023 na may temang “Imagining the Best” ng Rotary International District 3780 Quezon City, sa Manila Hotel. Binubuo ito ng 102 clubs na naka base sa QC.

Sa talumpati ng Alkalde, hinimok niya ang club na suportahan at makipagtulungan sa lokal na pamahalaan para sa ipatutupad na learning recovery programs para sa mga kabataang QCitizens.
