Dumalo si Mayor Joy Belmonte, bilang Acting Executive Vice President, sa 106th National Executive Board meeting ng Union of Local Authorities of the Philippines (ULAP).
Nagtipon-tipon ang mga gobernador, alkalde, at mga opisyal ng iba-ibang lungsod at munisipalidad sa bansa, sa pangunguna nina Secretary to the Interior and Local Government Jonvic Remulla, at ULAP National Executive Board President at Quirino Province Governor Dax Cua.
Naroon din sina Coun. Kate Coseteng, Bacolod City Mayor Albie Banitez, at La Paz, Abra Mayor JB Bernos.
Naitatag noong 1998, ang ULAP ay umbrella organization ng lahat ng grupo ng mga LGU at mga opisyal ng pamahalaan.
Isa sa mga orginasyon sa ilalim nito ang League of Cities of the Philippines (LCP) kung saan nagsisilbi namang Acting National President si Mayor Belmonte.
