BUSINESS PERMITS AND LICENSING DEPARTMENT
CITY TREASURER’S OFFICE

A Special Permit is required for business activities of short duration, including but not limited to the following:

• Promotional Events
• Sporting Events
• TV and Film Productions
• Concert, Musical and Stage Shows
• Seasonal Operations:
  • Bingo Games and other games of chance
  • Cockfights (limited to 1 to 3 days per year)
  • Carnivals (limited to 14 days)

REQUIREMENTS:

• Venue Contract of Lease from the owner of the venue
• Special Working Permit from the Bureau of Immigration if the performer-applicant is a foreigner
• DTI/SEC/Mayor’s Permit as Promoter
• Special Permit from the Quezon City Council for Seasonal Operations
• Authorization Form (for application that will be processed by an authorized representative, follow the steps below):
  • Download and complete the form with all required information.
  • Ensure the form is signed by the owner of the application.
  • Scan the signed form and the Valid IDs of the owner and the representative.
  • Proceed with the Short Term or Special Permit application and upload the scanned file.

ONLINE APPLICATION:

1. All business permit applications forms have now been consolidated in one Unified Application Form for the convenience of applicants.
2. Log on to QC E-Services.
3. In the menu of services, select ‘Business One-Stop Shop’.
4. Select ‘Apply for Mayor’s Permit (Business)’.
5. Select ‘Submit Application Online’.
6. Select ‘Special Permit’.
7. Accomplish the Unified Online Business Application Form. Tick the appropriate boxes, typing, and/or printing (UPPER CASE/CAPITAL LETTER). Ensure all required data fields or information are completely and clearly filled out.
8. Attach all required documents properly. Incomplete data or requirements will result in the application being returned and not processed.
9. Once the form is completed and all documents are attached, submit your application.
10. After submission, wait for the Order of Payment.
11. Present the Order of Payment and pay the corresponding fee at the City Treasurer’s Office and wait for the Official Receipt.
    • Application fee for all application: PHP 50
    • Red carpet screening: PHP 150
    • Per performer: PHP 170
    • Events per day (subject to amusement tax): PHP 500
    • For first time promoters (cash bond): PHP 5,000
    • With ticket selling: PHP 5,000
    • Special cockfights with no derby: PHP 1,000
    • Special cockfights with one (1) day derby: PHP 2,000
    • Special cockfights with more than one (1) day derby: PHP 4,000
    • International derby, per fight: PHP 10,000
12. Once the payment has been validated and the application approved, an e-copy of the business permit will be sent to the registered email address.
13. Wait for notification via email to claim the renewed permit in-person, or have it delivered via a courier of choice.

NOTE: Should the application require additional supporting documents, a personnel from the concerned Ancillary office will contact the applicant.
