ABOUT US
Description
The TTMD is vested with the authority to formulate, coordinate, and monitor policies, standards, and programs related to traffic and transport management. It aims to rationalize existing transport operations and is responsible for administering and implementing traffic engineering services, traffic enforcement operations, traffic and transport planning, regulations and franchising, transport facilities management, and traffic education programs. Further, the TTMD will institute a “No-Physical Contact Apprehension” policy for traffic violators using the latest technology within the territorial jurisdiction of Quezon City. It is empowered to prepare and approve other plans and programs, in coordination with the MMDA.

SERVICES
ROAD SAFETY AWARENESS (STUDENTS AND GUARDIANS)
The training aimed to instill the importance of road safety in children, as they are the most vulnerable road users.
IMPLEMENTATION OR ENFORCEMENT OF TRAFFIC LAWS, REGULATIONS, AND ORDINANCES
The Traffic Enforcement Section of TTMD implements the Quezon City Traffic Code Ordinances, as well as other relevant laws, ordinances, and regulations.
ISSUANCE OF TRAFFIC CLEARANCE FOR BUSINESS PERMIT (WITHOUT PAYMENT)
The traffic clearance is issued to owners of business establishments without delivery.
ISSUANCE OF TRAFFIC CLEARANCE FOR BUSINESS PERMIT (WITH PAYMENT)
The traffic clearance is issued to owners of business establishments with delivery vehicles, trucking/hauling and transport business.
ISSUANCE OF PERMIT (TRUCK BAN EXEMPTION, TO PASS KALAYAAN AVENUE) TO MOVE HEAVY EQUIPMENT
The permit for truck ban exemption, to pass Kalayaan Avenue, and to move heavy equipment within the specified route allowed by this office is issued to owners of the company.
ISSUANCE OF TEMPORARY TERMINAL PERMIT
Temporary terminal permits can be granted to transport associations who wish to avail temporary terminals to serve as pick-up and drop-off locations for passengers.
UOVR TICKET REDEMPTION AND PAYMENT FOR TRAFFIC VIOLATIONS
Apprehended drivers/motorists who violated traffic laws and ordinances and were issued Ordinance Violation Receipts are directed to settle their violations at the OVR Redemption Section.
ISSUANCE OF CERTIFICATE OF NON-APPREHENSION
Issuance of certificate of non-apprehension is given to apprehended drivers for any reference and for any legal purpose.
ONLINE PAYMENT OF UOVR TICKET FOR TRAFFIC VIOLATIONS
Apprehended drivers/motorists who violated traffic laws and ordinances and were issued Ordinance Violation Receipts are directed to settle their violations at the QC E-Services Website.
FILING OF PROTEST OR CONTEST AGAINST THE ISSUED VIOLATION ON THE OVR TICKET OR MULTIPLE VIOLATIONS OR APPREHENSIONS
Apprehended drivers/motorists contesting the issued violation/s cited in OVR Ticket/s by deputized traffic personnel are requested to appear before this office for hearing and investigation; and eventually resolution of the complaint.
ISSUANCE OF TEMPORARY TRICYCLE LOADING AND UNLOADING AREA
Issuance of Temporary Tricycle Loading / Unloading Area is given to Tricycle Operators and Drivers Associations (TODA) who wish to avail the said service subject to inspection and approval of the Tricycle Regulatory Division.
REGISTRATION OF TRICYCLES WITH FRANCHISE
Tricycles with franchises are required to register with the Tricycle Regulatory Division by presenting mandatory documents needed in order to legally operate as a tricycle service.
REGISTRATION OF PEDICABS WITH FRANCHISE
Pedicab operators and franchise holders are required to register to legally operate as pedicab service.
PROGRAMS
DEPLOYMENT OF TRAFFIC ENFORCERS AT STRATEGIC AREAS
Daily deployment of Traffic Enforcers at strategic locations within the city consists of two (2) shifts: 6:00 a.m. to 2:00 p.m. and 2:00 p.m. to 10:00 p.m., TEs are tasked to provide traffic direction and control, assist the pedestrians and enforce traffic rules and regulations per SP-2785, S-2018, otherwise known as the “THE TRAFFIC MANAGEMENT CODE OF QUEZON CITY“
ROAD CLEARING OPERATIONS
In compliance with the DILG Memorandum Circular to clear all roads of obstructions and in coordination with the Metropolitan Manila Development Authority and all barangays in the City
ROAD SAFETY TRAINING FOR CHILDREN
Conducts seminars and training for children at day care centers in coordination with SSDD to educate them on road safety at their early age so that they will be disciplined and be responsible pedestrians and motorists as they grow up.
INSTALLATION OF TRAFFIC SIGNAGE
Pursuant to Article V of City Ordinance No. SP 2636, S-2017, “An Ordinance Adopting the Road Safety Code of Quezon City, Providing Penalties for its violation, and allocating Funds for this Purpose,” the following programs and/or projects are hereby implemented to promote road safety within the City.
IMPLEMENTATION OF BUS AUGMENTATION PROGRAM
Continuous deployment of Traffic Personnel assigned with the Quezon City Bus Augmentation Program (QCBAP)to monitor the deployment of buses along the Eight (8) strategic Routes, likewise, they provide crowd control and traffic assistance.
TRAFFIC ASSISTANCE THROUGH THE IMPLEMENTATION OF ZIPPER LANES
To mitigate the impact of traffic congestion, the City Government has implemented the Zipper Lane along the following thoroughfares to ease the travel time of motorists from Monday-Friday.

Tricycles are inspected to ensure the roadworthiness of the unit and free from any modification as a requirement before renewal of the franchise and for issuance of a new franchise.

- Present a photocopy of your valid ID
- Signed Authorization Letter and valid ID of the owner

- Secure and present an “Affidavit of Loss”
- Photocopy of valid ID
- Police Blotter
- Secure MMDA Clearance for Public Utility Vehicles (PUV) driver
ADDITIONAL REQUIREMENTS IF CONFISCATED VEHICLE PLATE NUMBER AND OR IMPOUNDED VEHICLE:
- Present LTO Certificate of Registration and Official Receipt (OR/CR)
- Deed of Sale if not 1st owner of the motor vehicle
ADDITIONAL REQUIREMENTS IF INVOLVED IN ROAD CRASH INCIDENT:
- Present Traffic Clearance issued by the traffic sector investigator
NOTE: No authorization letter and photocopy of valid ID, No Release.
STEPS:
- Present the requirements to TTMD personnel located at the DPOS Building entrance and proceed to the “Waiting Area” located at the back of DPOS Bldg.
- Wait for the release of the Order of Payment or Assessment at the waiting area.
- Pay your Order of Payment or Assessment to the cashier in Windows 8, 9, 10, or 11.
- Wait for the release of the confiscated item at windows 3, 4, 5, or 6 to present your Official Receipt (OR) and Check your confiscated item or document before leaving the counter.
NOTE: Our deputized traffic enforcers are TTMD, DPOS, Task Force Disciplina (TFD), Central District Traffic Enforcement Unit (CDTEU), Special Traffic Action Group (STAG), Novaliches District Center (NDC) and Barangays traffic personnel.
HOW TO CONTEST AN OVR TICKETS ISSUED BY THE DEPUTIZED ENFORCERS IN QUEZON CITY
REQUIREMENTS:
- 1. Valid ID with a picture of the driver
- Copy of the Ordinance Violation Receipt
- Assessment form (Can be acquired from OVR Redemption Center)
- Other Supporting Documents if necessary:
- Copy of OR/CR
- Copy of LTFRB Franchise
- Affidavit of Loss (If OVR Ticket was misplaced)
- Police Blotter / Report (If involved in Traffic Road Crash)
STEPS:
- Get the assessment form from the OVR Redemption Center
- Submit your ticket and assessment form to the Traffic Adjudication Board Office.
- Fill out the necessary complaint sheet or submit your letter of complaint.

SPOTLIGHT
TRAINING MANAGEMENT FOR TRAFFIC LAW ENFORCER – LEVEL 1 AND LEVEL 2
This office in coordination with the University of the Philippines through the National Center for Transportation Studies (NCTS) has conducted online training for TTMD personnel “Training Management for Traffic Law Enforcer – Level 1 & Level 2” and the batch consists of fifty (50) personnel per batch.
FLEET CARD FUEL SUBSIDY
The Tricycle Regulation Division has distributed a total of 12,073 FLEET CARD as Fuel Subsidy of the city to the beneficiaries of the Tricycle Operators and Drivers Association (TODA), the distribution of which is as follows:
