ABOUT US

Description

The QCADAAC is the lead agency in Quezon City tasked with the implementation of a total and integrated program designed to curb the drug abuse problem. It is the focal point through which various sectors of the community work together to achieve the common objective of a drug-free Quezon City.

Mission

Instill in the hearts and minds of the Quezon City residents the ill effects of the use of illegal drugs.
Launch programs that encourage users to voluntarily surrender and submit to recovery.
Provide effective interventions that ensure the successful and continuous recovery of Persons Who Use Drugs (PWUDs).
Provide opportunities for PWUDs to become active members of society.

Vision

To help create a drug-free Quezon City where recovering persons who use drugs (PWUDs) continuously participate in their treatment and rehabilitation to become responsible members of the society.

Legal Bases

RA 6425, otherwise known as the Dangerous Drugs Act of 1972.
Ordinance No. SP-2791, S-2018 – An Ordinance Providing for the Dangerous Drugs Code of Quezon City.

SERVICES

SCREENING

Screening is a type of assessment that is used to diagnose substance use and dependence. It is provided for free for those who want to avail of the treatment and rehabilitation program of QCADAAC. Screening is conducted through the use of tools such as Alcohol, Smoking, Substance Involvement Screening Test (ASSIST), and Self Reporting Questionnaire (SRQ). Screening is conducted by trained screening providers either in the barangay or in any of the QCADAAC offices in the district.

DRUG DEPENDENCY EXAMINATION (DDE)

Drug Dependency Examination is another type of assessment that is used to diagnose substance use. It is a secondary level of assessment to determine the severity of substance use disorder. It is conducted by a DOH-accredited physician upon the recommendation of a screening provider.

TREATMENT AND REHABILITATION

QCADAAC offers various interventions as part of its thrust to provide treatment and rehabilitation to Persons Who Use Drugs (PWUDs), such as Community-Based Drug Rehabilitation (CBDRP) and Facility-based In-patient treatment. CBDRP is conducted at the nearest locality, either at the Barangay or at any QCADAAC district office. Facility-based in-patient treatment is conducted at the Quezon City Drug Treatment and Rehabilitation Center (QCDTRC) in Payatas, Quezon City.

PWUDs who have undergone screening and identified to have a low and moderate risk of substance abuse and dependence are referred to the CBDRP. PWUDs who have undergone screening and identified to have high-risk substance abuse are further referred to undergo Drug Dependency Examination (DDE).

DRUG ABUSE PREVENTIVE EDUCATION SEMINAR

QCADAAC offers various drug abuse preventive education seminars including the following:

Drug-free workplace
Barkada Kontra Droga sa Paaralan (Youth in School)
Barkada Kontra Droga sa Komunidad (OSY and street children)
Drug-free Business establishments and community institutions/organizations (Barangay, TODA, and others)

ONE-STOP-SHOP (BARANGAY DRUG CLEARING PROGRAM)

One-Stop Shop is a coordinated and collaborative effort with DILG, DOH, QCPD, PDEA and LGU to declare a drug-cleared Barangay. With One-Stop Shop, QCADAAC provides the following services in a chosen location:

House-to-house visitation to invite PWUDs in the designated venue for One-Stop Shop
Profiling of PWUDs
Drug Testing
Screening and Drug Dependency Examination, if required
Orientation for the Intervention program

PROGRAMS

INTEGRATED DRUG ABUSE PROFILING SYSTEM (IDAPS)

IDAPS is a computerized database system that collects information for profiling drug dependents and drug pushers who voluntarily surrender to authorities. IDAPS serves as a repository of data submitted by the Barangay.

COMMUNITY BASED DRUG REHABILITATION PROGRAM

CBDRP is a consolidated model of treatment in the community with services ranging from general interventions to relapse prevention. It is specifically designed for drug users with mild severity of addiction. The program involves the coordination of various services and approaches to meet the client’s needs. This approach ensures community participation and linkages to ongoing drug-use prevention and other services. which aim to reduce the harm associated with drug use in the community.

CBDRP begins with an assessment of persons who use drugs (PWUDs). Assessment includes the conduct of screening and Drug Dependency Examination (DDE), followed by the determination of the appropriate treatment and rehabilitation. Treatment will depend on the result of the evaluation, severity of substance use, and condition of health such as co-occurring medical or mental disorders.

Clients assessed with mild substance use dependence are referred to the CBDR Program. Clients assessed with having moderate substance use dependence are referred to a DOH-accredited outpatient program, while those having severe substance use dependence are referred to an in-patient DOH-accredited facility such as the Quezon City Drug Treatment Rehabilitation Center (QCDTRC).

BARKADA KONTRA DROGA PROGRAM

The Barkada Kontra Droga (BKD) Program is a program conceptualized by the Dangerous Drugs Board (DDB) in 2004 and was institutionalized in 2007 through DDB Board Regulation No. 5, series of 2007. The DDB states that the “general objective of the BKD program is to promote people empowerment in leading a healthy lifestyle that is drug-free and productive”. BKD is a membership program open to all individuals in secondary and tertiary schools, communities, and workplaces who believes and advocates for a healthy lifestyle by engaging in positive and wholesome activities.

The DDB conducts BKD orientation all over the Philippines to promote people empowerment, establish Barkada Kontra Droga Movement, and provide support services geared toward the adoption of the barkada concept.

QCADAAC promotes the program and regularly conducts the admission to the program usually every DAPC month with the assistance of DDB. DDB conducts the BKD orientation during the drug abuse preventive education seminar of QCADAAC.

INTERNATIONAL DAY AGAINST DRUG ABUSE AND ILLICIT TRAFFICKING (IDADAIT)

The International Day Against Drug Abuse and Illicit Trafficking (IDADAIT) is a day of celebration mandated by the United Nations (UN). It is an International Day against drug abuse and the illegal drug trade and is commemorated every June 26th. The date June 26 commemorates the dismantling of the opium trade in Humen, Guangdong, China in 1839.

The Philippines, being a member of the UN, observes this day annually on June 26, through Presidential Proclamation No. 264 dated June 1, 1988. The United Nations is at the forefront of the celebration worldwide and provides the theme for all member nations to follow. The DDB spearheads the annual observance of the IDADAIT in the Philippines.

In Quezon City, QCADAAC is the lead agency tasked to organize activities in celebration of IDADAIT. QCADAAC conducts seminars and contests to celebrate IDADAIT.

DRUG ABUSE PREVENTION AND CONTROL (DAPC)

The Dangerous Drugs Board (DDB) mandated the celebration of Drug Abuse Prevention and Control (DAPC) Month every third week of November through Presidential Proclamation No. 124 dated November 26, 2001. The objective of the celebration is to raise public awareness of the negative consequences of illegal drug use.

In Quezon City, City Ordinance No. SP-2893, S-2019 was passed to allow the month-long celebration of Drug Abuse Prevention and Control every November. The Quezon City Anti-Drug Abuse Advisory Council (QCADAAC) spearheads the month-long celebration of DAPC.

Based on the theme provided by the DDB, QCADAAC prepares an array of activities ranging from the conduct of seminars or webinars, contests for public school students and out-of-school youths, conduct of concerts, motorcade, and other relevant activities that will make learning drug abuse prevention measures more enjoyable.

HOW TO AVAIL OF SCREENING

REQUIREMENTS:

Valid government-issued ID or Barangay ID

STEPS:

Visit to your local Barangay or the QCADAAC Office.
Show your valid ID and fill out the required application form.
Fill out the waiver and voluntarily submit yourself for screening.
Participate in the screening conducted by the office.
Your screening results will be evaluated, and the appropriate intervention will be recommended.

HOW TO AVAIL OF DRUG DEPENDENCY EXAMINATION

REQUIREMENTS:

Valid government-issued ID or Barangay ID
Referral form from Screening Provider or Court Order

STEPS:

Visit your local Barangay or the QCADAAC Office.
Show your valid ID and fill out the application form.
Complete the waiver and consent form, and submit yourself for screening.
Participate in the Drug Dependency Examination.
Get the recommendation for the appropriate intervention based on your evaluation.

HOW TO AVAIL OF TREATMENT AND REHABILITATION AT QCDTRC

REQUIREMENTS:

Valid government-issued ID or Barangay ID
Birth certificate for minors without a valid ID
Case Summary report and Endorsement from SSDD for minors aged 14 and below
Certification of Residency issued by the barangay (6 months validity) or Endorsement from the barangay
One 2×2 ID photo
Court Order, if applicable

STEPS:

Bring your requirements directly to the QCDTRC Office at Molave Extension, or proceed to the nearest Barangay in your locality for the conduct of a Screening and Intake Interview.
- The screening process may include a Drug Dependency Evaluation, Mental Status Examination, and Physical Examination conducted by our in-house, DOH-accredited physician to determine the most suitable program for the patient:
  - Residential Rehabilitation Program at QCDTRC.
  - Outpatient Drug Counseling Module at QCADAAC.
  - Psychiatric Treatment at a mental health facility for patients with mental health issues
After completing and submitting all the required documents, the patient will be temporarily admitted to QCDTRC while their petition for voluntary confinement is processed in court. The QCDTRC liaison officer will assist in the court petition process.

NOTE: If Residential Rehabilitation at QCDTRC is recommended, the patient must undergo a Laboratory Examination and obtain a Medical Clearance, along with a COVID-19 RT-PCR test valid for at least three days. The cost of these procedures will be covered by the patient.

REQUIREMENTS:

Letter request addressed to the QCADAAC Chairperson, Co-Chairperson, or Executive Director.

STEPS:

Submit your letter of request via email at qcadaac@qcwebsite.sparksoft-demo.com or deliver it to the QCADAAC office.
Wait for the review and evaluation of the request.
Receive the approval and seminar schedule.
