ABOUT US
Description
The OVM serves as the Presiding Officer of the Sangguniang Panlungsod, the legislative body responsible for approving ordinances and passing resolutions necessary for an efficient and effective City Government. This office ensures the delivery of basic services and facilities as provided under Section 17 of the Local Government Code.
The Vice Mayor signs all warrants drawn on the City Treasury for expenditures appropriated for the operation of the Sangguniang Panlungsod and appoints all officials and employees within this office, except those whose appointment manner is specifically provided for in the Local Government Code.
Additionally, the Vice Mayor exercises the powers and performs the duties of the City Mayor in the event of a temporary vacancy, as well as any other powers and duties prescribed by law or ordinance.
Mission
The Office of the Vice Mayor is dedicated to the enactment of responsive and well-balanced legislation that protects and promotes strong Filipino families and elevates their status as an economic self-sufficient unit of our society in Quezon City, for the glory of God.
Vision
The Office of the Vice Mayor shall be a model of servant leadership and good governance: serving God by serving others and changing the culture of traditional politics, in order to raise the economic self-sufficiency of strong families in Quezon City.

Republic Act 7160, Otherwise Known As “The Local Government Code Of 1991”, Specifically Sections 456 To 458.

- Seek the active participation of the people in enacting and updating local ordinances and ensuring the continuous improvement of local laws.
- Lead the QCitizens with a heart for servant leadership and show Quezon City a genuine form of public service that does not revolve around a politician but focuses on God and the people.
Services
MATTERS REQUIRING CITY COUNCIL ACTION
The office accommodates complaints, notices, Request, or other Matters that may require action from the Quezon City Council, including inclusion in the agenda of the city council, endorsement to council committees, or other offices for review and action.
CERTIFIED TRUE COPIES OF LOCAL ORDINANCES OR RESOLUTIONS
The office accommodates requests for copies of local ordinances or resolutions, whether of the current city council or those passed by the previous city councils, for whatever legal purpose the requesting party may need it for.
APPROVED LEGISLATIVE MEASURES FOR SIGNATURE
Receiving of the final official draft of the legislative measure, whether a resolution or an ordinance, that was passed by the City Council, that needs the signature of the Vice Mayor for final approval.
OFFICIAL COMMUNICATIONS/CORRESPONDENCE (FROM OUTSIDE THE QUEZON CITY GOVERNMENT)
Receiving/Acceptance of official documents, communications, correspondences, notices, letters, invitations from individuals, private organizations, or other government agencies (aside from the offices with Quezon City Government)
OFFICIAL COMMUNICATIONS/CORRESPONDENCE (FROM OFFICES WITHIN THE QUEZON CITY GOVERNMENT)
Receiving/Acceptance of official documents, communications, correspondences, notices, letters, and invitations from offices within the Quezon City Government.
PERSONNEL-RELATED TRANSACTIONS
Accommodating personnel transactions, including Issuance of Certificate of Acceptance, Checks, Obligation Requests, Application for Leave of Absence, for Travel Authority, for Travel Order, and Acceptance of Resignation Letter of Employees, Job Order Contracts, and Consultants under the Legislative Department.
PURCHASE REQUESTS FROM LEGISLATIVE OFFICES
Receiving of Purchase requests for procurement needs of different offices under the Legislative Department

COMMUNITY PROJECTS
- Hospital Assistance to indigent patients thru the issuance of Guarantee Letters
- Arrangement is made with the various Hospitals especially with the following hospitals, namely, Quirino Memorial Medical Center, East Avenue Medical Center, Heart Center, National Kidney and Transplant Institute, and Philippine Children’s Medical Center, where indigent patients are extended modest financial assistance in the form of a Guarantee Letter issued by the Department of Health extended thru the funds of Hon. Vicente C. Sotto III, thru the Office of the Vice Mayor, to help them tide over the high cost of medical care and medicines.
- Free Anti-Rabies Vaccine in close coordination with the Quezon City Veterinary Office

Ever aware of the problems of mass poverty and unemployment, the undersigned saw the need to help the poor acquire skills that would improve their source of income. He then initiated, in coordination with the barangay officials, TESDA, SSDD, and private companies the following trainings:
