ABOUT US
Description
The HRMD is tasked to keep the Quezon City Government effective and efficient in the delivery of basic public services and ensure their maintenance and continuous improvement through a highly motivated workforce. HRMD takes charge of all employee concerns from the time they enter government service up to the time they retire, resign, or exit.

To effectively manage the Quezon City Government workforce by meeting their needs and making them dynamic, action-oriented contributors to agency performance and effectiveness.

Legal Bases
- Local Government Code Batas Pambansa 337 as amended by RA 7160, Book V of Executive Order 292
- In Ordinance No. Sp-2571, s 2017 enacted in compliance with the DBM-NCR Review dated March 14, 2016, the City Personnel Office has been restructured to its proper classification as a department and renamed as Human Resource Management

Services
RECRUITMENT, SELECTION, AND PLACEMENT
Adopts well-conceived recruitment plans, screening, selection, and placement policies and procedures in coordination with other Departments, Offices, and Units.
PERFORMANCE EVALUATION
Assesses and conducts Office norms, policies, outputs, and performance to improve skills and knowledge for career advancement.
TRAINING AND DEVELOPMENT INTERVENTIONS
Conducts training programs that provide adequate knowledge, improve attitudes, and develop highly competent skilled personnel for effective government employee performance.
COMPENSATION AND HEALTH BENEFITS
Administers the salary and benefits schemes for all Quezon City government employees.
EMPLOYER-EMPLOYEE RELATIONS
Formulates, recommends, and evaluates policies and practices regarding employee welfare, including payrolls, benefits, leaves, loans, retirement health safety, insurance, and transportation, among others.
HR POLICY IMPLEMENTATION AND DISSEMINATION
Provides annual updates on the various policies, issuances, implementing guidelines, rules, regulations, and office operating procedures transmitted by National Agencies/Government.
OPINION AND REPLIES TO HR RELATED QUERIES
Ensures that QCGs HRM decisions and letter replies are based on pertinent civil service law and government regulations for maintaining the morals and discipline of employees at a high level.
PERSONNEL RECORDS MANAGEMENT
Records management consists of proper recording, written information, classifications, and filing.
REWARDS AND RECOGNITION
A system where officers and employees of a government agency are acknowledged and appreciated in a fair and timely manner for their job performance and work behavior in an intrinsic or extrinsic way.

Quezon City Government Employees Development Assistance Program
Since 2016, the HRMD has offered a Civil Service Examination review session exclusively for Quezon City Government employees.

How to request for Service Record
Requirements:
- Service Record Form
Steps:
- Complete the request form with all the required information.
- The clerk will receive your filled-out request form.
- The Records Personnel will retrieve your 201 and 120 files and hand them over to the assigned officer.
- The assigned officer will prepare your service records based on the retrieved files.
- The assigned officer will prepare your Certification or Certificate of Employment.
- The HRMD head will review and sign your documents for final approval.
- Pay the corresponding fee at the CTO cashier.
- Present the receipt to complete the process.

Spotlight
QC Government Health Insurance for non-plantilla employees
Non-plantilla employees of the Quezon City Government are now protected from the burden of healthcare costs as the local government enrolled them under healthcare and insurance plans.
This is the first initiative of its kind in the city government’s history. Under the plan, the employee or ‘member’ is entitled to a maximum benefit limit of P100,000.00 per year.
